$1B Barclays Center in N.Y. changes out bolts

About 8% of the bolts that secure the weathered-steel panels to the newly built Barclays Center in Brooklyn, N.Y., are weaker than what was required, according to the engineers who inspected the building. Of the 23,351 bolts used, 1,768 needed to be replaced because they were only half the size of what had been ordered.
