Tennessee lawmakers are expected to consider in the legislative session that begins this month a proposal that would allow the state board of education to overrule decisions on charter applications by local school boards. The measure would give the state board that power in five counties that have failing schools. Currently, local school boards have the sole authority to approve or deny applications for charter schools in the state.
