Philadelphia Schools Kick Off New Year Under State Control

Philadelphia's 200,000 students returned to school today for the first time since the state took over the district on Dec. 22. The takeover abolishes the nine-member school board in favor of a School Reform Commission. Officials say employees and students won't notice any change until next year, when private companies may assume control of the 60 lowest-performing schools.
