Bolts become main focus of Big Dig problems

Criticism of Boston's troubled Big Dig project is narrowing down to one thing -- bolts. An Associated Press review of records indicates that bolts glued to the concrete tunnel to hold up 4,600-pound concrete ceiling panels were not inspected until the tunnels were open to traffic in 2003. And inspections following a fatal ceiling tile accident last summer showed that many of the bolts had failed.
