Editorial: Stronger action needed to protect waterways

Pollution in the Chesapeake Bay and waterways around the Washington, D.C., area has worsened as population and development have increased, and environmental organizations are having little success in making a difference. Lawmakers and state officials should pick up the pace in devising strict anti-pollution regulations to help clean up the Potomac and Patuxent Rivers and the Chesapeake Bay, according to this editorial.
