Superintendent Jacqueline C. Haas, 59, who led the Harford County, Md., schools for a decade and was named the 2008 Maryland superintendent of the year, died Tuesday after a severe asthma attack. State superintendent Nancy S. Grasmick said Haas, a former special-educator, is the first active Maryland superintendent to die in some 20 years. "You will not find anybody in our educational system that cared more about children than her," said Patrick Hess, president of the Harford school board. "She based every decision on that."
