D.C.'s plastic-bag levy is "misguided and unnecessary," ACC says

Washington, D.C., has imposed a five-cent fee for every plastic bag provided to customers at grocery and liquor stores in the district. The American Chemistry Council, however, says the move is "misguided and unnecessary" since there are existing "programs that allow shoppers to bring back plastic bags and all sorts of product wraps for recycling."
