Health-bill critics target individual mandate in constitutionality inquiry

Critics questioning the constitutionality of the health reform bill are focusing on the individual insurance mandate that would penalize by at least 2% the income of a person who fails to get coverage. Senate Finance Committee Chairman Max Baucus, D-Mont., and other legal scholars say that the mandate does not violate any laws because Congress has the power to require individuals to get insurance.
