Ky. governor unveils plans for modified gambling amendment

Kentucky Gov. Steve Beshear said he may propose a constitutional amendment to expand gambling in the state that won't guarantee casino licenses and revenues to racetracks. According to Beshear, that might allow a gambling amendment to gain approval from the state legislature. "It has become pretty clear, I think, from our past experience that having a bunch of qualifying language trying to give the horse industry protection in a constitutional amendment is not going to fly," Beshear said.
