Pennsylvania's private alcohol sale legislation is quietly being worked on to end the state's status as one of only two that completely controls wine and spirits wholesale and retail. Half of the state Senate seats are up for reelection, and the proposed system remains unclear. Gov. Tom Corbett's "position hasn't changed: The state should not be in the business of selling alcohol," said Corbett's spokesman Jay Pagni.
