NYC mayor vows to build on first-term reforms

As he begins his second term, New York City Mayor Michael R. Bloomberg says he'll "lock in and extend" the reforms of his first four years in office, which produced solid gains in test scores and a restructured school bureaucracy. Many educators, parents and advocates say the administration should focus less on raising test scores and instead should improve support for teachers and principals.
