Animal protection laws in Calif. take effect

Laws that took effect Friday in California include measures that increase the maximum fine for watching a dogfight from $1,000 to $5,000 and the maximum fine for poaching from $30,000 to $40,000. Another measure makes it a misdemeanor to cut off the tail of a cow unless performed as part of an emergency veterinary procedure.
