Basel says capital regime should accommodate needs of mutuals

In a consultative paper, the Basel Committee on Banking Supervision suggested that mutually owned institutions be given greater leeway for fulfilling capital requirements. "The [capital] regime should accommodate the specific needs of non-joint stock companies, such as mutuals and cooperatives, which are unable to issue common stock," according to the document.
