A movement to drastically increase punitive measures against Ugandan gays might have been influenced by the visit of three American missionaries in March. The Ugandan organizers of the visit -- a three-day conference on what the evangelicals characterized as a "dark agenda" of homosexuals -- went on to propose an anti-gay law that included provisions for capital punishment.
