England schools chief seeks to expand foreign-language education

England Schools Secretary Ed Balls wants to improve education in "up-and-coming languages" such as Mandarin, Polish, Russian and Arabic. All students should have access to Mandarin lessons, Balls said. However, officials say the country's schools lack the resources to hire Mandarin teachers at each school and that students might have to attend off-campus classes.
