Municipal bond defaults unlikely, BlackRock analysts say:

BlackRock analysts said most municipal governments will not default on bond payments despite facing significant economic struggles and budget gaps. The analysts said such defaults are not likely because debt service is a small proportion of the governments' expenditure. Also, states often issue debt to maintain basic infrastructure. If they were to default on that debt, they would face increased borrowing costs.
