Wash. needs to build up rail infrastructure at ports

A new container terminal in Mexico, the eventual completion of the widening of the Panama Canal, and above all the improvement of the port at Prince Rupert in British Columbia should be a wake-up call for the state of Washington, according to Jon Talton. "It's a reminder that Washington state needs to get more serious about infrastructure, especially rail," he argues.
