Port security deadline passes like ship in night

More than three-quarters of the nation's port and ferry terminals, as well as thousands of ships, had not submitted security plans by the Dec. 31, 2003, deadline. A spokeswoman for the Association of American Port Authorities says many facilities were not given enough time to get plans for new fences, lights, guards and other precautions reviewed and into place.
