Report: Reforms to public education cannot ignore high schools

According to recent report by the nonprofit Alliance for Excellent Education, middle and elementary schools are receiving the bulk of NCLB's federal funding and academic help, leaving high schools overlooked. The report recommends shifting some of that aid to help high schools improve reading skills, college preparedness and graduation rates.
