Schools increasingly criminalize student misbehavior

More U.S. schools are referring disruptive students to the juvenile justice system in lieu of handling misbehavior in-house. Experts say zero-tolerance policies are responsible for creating a culture where relatively minor misconduct leads to suspensions, expulsions and arrests.
