Sugar refinery conversion under review

An iconic New York sugar refinery that closed in 2004 could be converted for residential use as part of a $1.5 billion development project. The Domino Sugar building, on the Brooklyn waterfront, would be part of a new residential complex yielding 2,200 apartments in total, according to proposals submitted for public review.
