Colorado Gov. John Hickenlooper is credited by industry groups and environmentalists for brokering a deal that set the state's rules for disclosure of chemicals used in hydraulic fracturing. "As Gov. Hickenlooper explained, trade secrets are a vital part of our legal process," said Dave Neslin, director of the Colorado Oil and Gas Conservation Commission. "They are protected by federal and state law and they encourage innovation and investment, including innovation in greener fracturing fluids."
