Quality assets are outstripping demand, suppressing fees

The Dodd-Frank Act and the European Market Infrastructure Regulation were expected to increase demand for high-quality collateral. Insurers, pension funds and sovereign-wealth funds were expecting to capitalize on this demand. However, supply has been so great that fees for tapping in-demand assets have been lackluster.
