Schwarzenegger's budget alienates education community

Administration officials say Gov. Arnold Schwarzenegger faced a "Sophie's Choice" of either funding schools or health care for the poor and elderly when he prepared his forthcoming budget, so he struck a balance. Education officials, including the state's largest teachers union, contend the governor has reneged on his promise that if schools accepted $2 billion in cuts last year, they would get some of that money back if revenues improved.
