Maryland schools take top honors in 2009 Education Week ratings

Education Week's annual state report cards placed Maryland, Massachusetts and New York schools at the top of the country based on 35 factors, including academic preparation, preschool and school finance. This year's report focused on English-language learners, whose population has surged 57% from 1995 to 2005, according to the National Clearinghouse for English Language Acquisition.
