Policing use of leaf blowers

Santa Monica, Calif., banned leaf blowers in the 1990s, but that didn't stop their use. Now, though, residents have a rallying point: StopLeafBlowers.com, a site that collates reports of illegal leaf blowing to help police anticipate future violations of the city's no-blow regulations. "Call it an act of vigilantism for the 21st century," writes Nick Taborek.
