Senate rejects promotion of Navy officer who shot down U.S. jet

The Senate Committee on Armed Services has declined to vote on whether to confirm Navy Capt. Timothy Dorsey to the rank of admiral, which sends the nomination back to the White House. Dorsey was banned from flying for life by the Navy after deliberately shooting down an Air Force F-4 reconnaissance jet in a 1987 training exercise.
