A condo association may not fine an owner for, nor prevent an owner from, submitting numerous complaints of violations of the community's rules as long as the owner is not violating the association's bylaws, condo adviser Howard Dakoff writes. Fines may be levied when violations occur, but otherwise a board's best option is to discount the complaints and move on, Dakoff writes.
