Report finds least experienced teachers in highest-risk schools

Secondary students in high-poverty schools are twice as likely to have a teacher who is not certified in their subject, according to Education Week's Quality Counts 2003 report. Teachers at high-poverty schools are more likely to have less than three years of experience, the report found.
