Health insurance rules unfairly target construction sector, say owners

Some construction leaders fear that a federal mandate requiring small businesses to provide health insurance would unfairly target the construction sector and thwart efforts to revive the industry. "This is about foisting costs on the construction industry alone based on midnight deals done with little or no debate," complained Brian Turmail, spokesman for the Associated General Contractors of America.
