Merchants to keep inventories low, avoid discounts

Retailers plan to keep a tight rein on inventories this year, as they wait for a bigger uptick in consumer spending, an NPD analyst says. For shoppers, the likely result will be fewer drastic discounts. "Consumers right now are still hunkered down, and even though economy is improving, we still have double-digit unemployment and a housing market that is in flux," says National Retail Federation spokesman Scott Krugman.
