Brokers should sell small-group coverage, Md. HIE council says

The council that is implementing a health insurance exchange in Maryland says insurance agents and brokers ought to keep marketing to small groups when the exchange is launched. While federal law calls for "navigators" to help people buy insurance and says those navigators can't be paid by insurance companies, Maryland insurers already pay agents and brokers for those services, and the council wants to build on that system.
