Colo. city contemplates swapping parking spots for patios

The Aspen, Colo., City Council will consider replacing some downtown parking spaces with inexpensive patios, or "parklets," to boost pedestrian and bicycle traffic. Restaurants would also be able to use the parklets for outdoor dining for a fee. The council is expected to work on the proposal later this month or early next month.
