A federal judge found in favor of Virginia in a lawsuit over an attempt by the Environmental Protection Agency to regulate stormwater as a pollutant. Such regulation would exceed the EPA's power under the Clean Water Act, Judge Liam O'Grady ruled. Virginia Gov. Bob McDonnell said that compliance with such rules would cost $300 million or more for Fairfax County and $70 million for the state Department of Transportation.
