Indiana governor proposes universal all-day kindergarten

Gov. Joe Kernan has proposed implementing all-day kindergarten throughout Indiana by 2007, an initiative that would affect as many as 80,000 pupils. Kernan would pay for the $150-million-a-year program by diverting lottery and gambling money from the teachers pension and common school funds.
