NYC to end social promotion of struggling third-graders

In his State of the City speech yesterday, New York City Mayor Michael R. Bloomberg announced that third-grade students would be forced to repeat the year if they scored in the lowest level on standardized reading and math tests. The plan could require about 15,000 of the city's current 74,000 third-graders to be held back starting in June.
