Governors group offers guide to merit pay for teachers

Research on the benefits of paying teachers based on performance is mixed, and the issue of merit pay continues to be divisive. The National Governors Association has studied six states that offer merit-based pay and offered recommendations for other states. The association's advice includes teacher-evaluation systems co-designed with educators and the use of methods other than standardized testing to assess teachers.
