Opinion: GOP might back PTC, Section 1603 for oil-pipeline approval

Republican lawmakers hoping to court moderates might agree to a compromise that would extend the renewable-energy Production Tax Credit and the Treasury Department's expired Section 1603 tax credit in return for Democratic support of TransCanada's Keystone XL oil sands pipeline project, writes Herman K. Trabish. "Such a deal might win support for Republicans in crucial swing states with renewables constituencies like Colorado, Iowa, Florida, Virginia, and Nevada," Trabish writes. The deal might also help Democrats in "crucial swing states with labor constituencies like Pennsylvania, Michigan, and Ohio," he adds.
