N.Y. governor unveils plan for $1B "green" bank

New York Gov. Andrew Cuomo, during his State of the State address on Wednesday, unveiled a plan to create a $1 billion "green" bank to harness private investments for clean-technology development in the state. The bank will be funded partly by money from the state energy efficiency and renewable portfolio programs, Cuomo said.
