Stopgap funding measure seen as likely

As the deadline for an omnibus spending bill bears down on lawmakers, a growing sentiment among them suggests a stop-gap measure may be a necessity to keep government operations funded and avoid a shutdown. House Appropriations Committee Chairman Hal Rogers, R-Ky., said about eight of 12 items in the budget bill are finished. "We're reducing the number of items that are in disagreement," Rogers said.
