Large defense firms no longer eligible for small business contracts

Small firms acquired by Raytheon, Northrop Grumman and other large companies no longer qualify for contracts reserved for small businesses. A new policy requires small businesses actually prove they qualify for preferences for federal contracts. A study found that in 2002 Raytheon and Northrop received small-business contracts.
