Nevada levee failure a sign of larger problem

The failure of an irrigation canal that caused flooding in Fernley, Nev., last week is a sign of a larger problem with levees and dikes around the nation. Levees in 80 cities in the U.S. have one or more deficient conditions, according to the Army Corps of Engineers, and many areas will be at risk until levees are improved, an expert says.
