Duncan: N.Y. risks losing Race to the Top money:

New York could lose $700 million in federal Race to the Top funds if it does not follow through on a proposal to reform teacher evaluations, Secretary of Education Arne Duncan said Monday. The state also has been unable to implement a new method for tracking student data -- another pledge it made to secure the federal grant. One obstacle has been concern from teachers over changes to evaluations, which led the teachers union to sue in June.
