Farm bill negotiations hit snag on dairy subsidy

Lawmakers worked through issues of food stamp funding and crop insurance but have run into a new hurdle in the negotiations for the new farm bill -- a new margin insurance initiative for dairy farmers. The proposed initiative would allow the government to manage milk supplies when the market is volatile. Lawmakers agreed to toss out the current federal support system for the dairy industry, and the new program would only provide assistance at times of need, which would be determined by a formula of milk prices and expenses.
