In St. Louis, few parents leave failing schools

Although many St. Louis-area schools failed to meet academic goals for two straight years, only 148 students out of the nearly 11,823 children eligible at three districts exercised their right under NCLB to transfer to better-performing campuses. Parents who decided not to move their children express confidence in their local school's ability to improve, or downplay the use of testing data as a measure of school excellence.
