Martin: DTV delay would do more harm than good

FCC Chairman Kevin Martin said that delaying the digital-TV transition because the government had run out of converter-box coupons would only confuse Americans, who have been told for months in an array of public service messages that the switch would occur Feb. 17. "A delay has actually the potential to confuse consumers," he said. "All of our messaging has been about Feb. 17 -- not just ours -- the industry's."
