California asks EPA to delay emissions rules

The California Energy Commission is urging federal regulators to phase in emissions rules slowly, saying that a speedy shift to the new system could impede California's transition to renewable-energy supplies. The state's plans to use efficient natural-gas power plants to support solar and wind power systems would likely face permitting delays under the new regulations, officials said.
