Tenn. could allow districts to abandon teacher-salary scale

School districts in Tennessee could abandon a state-mandated pay scale for teachers that ties salaries to service times and degrees earned. Gov. Bill Haslam's proposal would offer flexibility to districts and give bonuses to teachers who increase student performance. Critics say the proposal -- and similar pay-for-performance plans -- encourage competition among schools and teachers, rather than collaboration.
