Canadian mayor wants more EMS and arts spending

Toronto Mayor Rob Ford's administration has proposed a series of spending increases for this year, including C$3 million for 35 Fire Services positions, C$2.8 million for 40 more paramedics and additional money for student nutrition, libraries and leaf collection. Ford says the city would not have to dip into last year's budget surplus. The proposal also includes C$6 million for arts, using money from a billboard tax.
