Mich. city eyes hybrid public-safety department

Ypsilanti, Mich., aims to combine the Fire and Police departments into a hybrid model to avoid a decrease in service, City Manager Ralph Lange says. The model would include a public-safety director, with a deputy fire chief and a deputy police chief, and more police officers, some of whom would receive cross-training to be able to respond to fire emergencies.
